TERMINAL AREA FENCE IMPROVEMENTS

PROJECT: TERMINAL AREA FENCE IMPROVEMENTS
LOCATION: Norfolk International Airport
DATE: APRIL 2, 2017
The Norfolk Airport Authority will receive sealed Bids for the above titled Project at the
Administration Office front desk, located at Norfolk International Airport, until 2:00 p.m. local time
on May 2, 2017, at which time the Bids will be publicly opened and read aloud. Any Bids received
after the specified time and date will not be considered.
The Work under this Project consists of removing existing chain link and architectural fencing and
installation approximately 2,500 linear feet of chain link or anti climb fencing, including the
replacement of the vehicle entrance and exit gates to the service area located underneath Concourse
B Security Checkpoint and the Service Area next to the Arrivals Terminal. In addition, the work
will include the replacement of a pedestrian gate, 2 vehicle gates and repairs to existing concrete
walls; provision of all required security and safety measures, including barriers; lighting,
miscellaneous work, incidental and appurtenant work necessary to provide project complete and
ready for use with accomplishment during required night work hours and normal work hours as
shown on Plans and Specifications as prepared by Johnson, Mirmiran and Thompson, Inc., dated
March 31, 2017.

Bid Security in the amount of five percent (5%) of the Bid shall be submitted with each Bid.
A non-mandatory PRE-BID CONFERENCE will be held on April 12th, 2017, at 2:00 p.m. Local
Time at the Norfolk Airport Authority Human Resources Office Conference Room B.
Contractor registration in accordance with Title 2.2 Chapter 43, Code of Virginia is required. The
Bidder shall include in its Bid the following notation: "Licensed Virginia Contractor No. _______."

Withdrawal of Bids due to error shall be subject to and in accordance with Section 2.2-4330 of the
Code of Virginia and the Contract Documents.
The Owner reserves the right to waive minor non-substantive informalities in the Bid, to reject
any/or all Bids, to award any Bid in whole or in part and award the Bid considered to be in the best
interest of the Owner. The Owner also reserves the right to negotiate with the lowest responsive,
responsible Bidder, should the Bid exceed available funds.
The Norfolk Airport Authority does not discriminate in the solicitation or awarding of contracts on

other basis prohibited by state or federal law. The Authority has a goal of 6.8 % DBE participation
for this project. The contractor will provide written proof of efforts to achieve this goal, upon
request.
